After the atomic bombs devastated Hiroshima and Nagasaki during World War II, a significant rift emerged between the Japanese military and the government regarding the Allies' demand for unconditional surrender. Minister of the Army Anami leads the faction of military officers who advocate for continuing the fight, even if it means the potential sacrifice of every Japanese citizen. In contrast, Emperor Hirohito aligns himself with his civilian ministers in making the unprecedented request for Japan's peaceful surrender.

As tensions escalate, the military plots a coup to overthrow the Emperor's civilian government, setting the stage for a critical moment in history. Anami finds himself at a crossroads, torn between his personal desires and his loyalty to his Emperor.
