In October 1941, deep into France's occupation by German forces, a group of young Communists in the Resistance fatally shoot a German Army officer. In response, Hitler demands the execution of 150 Frenchmen as a form of 'retribution.' The targets primarily consist of young men suspected of sharing the assassins' political beliefs. Many of these individuals are drawn from a detention camp for those opposed to the occupation. A 35-year-old rural French administrator is tasked with choosing the victims. Despite the pleas of the local priest to consider their conscience and moral principles, both the German military and their French collaborators obediently carry out their orders.
